Version - ASP 1.5.6 / Dreamweaver CS4 / Server 2003

Works fine in Firefox and Safari but users are able to submit blank forms in IE9. The field required option does not seem to work. Once they start to enter data in a field, that field rules then start to work but as a whole the rest of the form can still be submitted blank!

I have tried different options in the when to validate section without success.

Any ideas?
