Permissions Problem Again

I asked my isp to review the pdf manual.Replied back
Seemed to be pretty clearly specified in the manaul; Followed the directions in "Setting the security..."; the Internet Guest Account IUSR_RAPTOR7 had read only permissions; bumped it to include "Modify" on Events/OutsideEvents folder.
I get the same error.
Microsoft VBScript runtime error '800a0046'
Permission denied
/ScriptLibrary/incPU3Class.asp, line 1587
What do you think is wrong?

Does the ASP user have permissions in the upload folder?
Depending on the IIS version that would be :
for iis5 - iis6 :
IWAM_pcName and IUSR_pcName
for iis7:
NETWORKSERVICE as default ( check if the default is not substituted - read this article: learn.iis.net/page.aspx/624/application-pool-identities/ )
and IUSR_pcName
