Flash upload http 404 error UrlScan

Hi thereI have used the flash multiple file uploader successfully until I recently moved the site from an old windows server to a new Windows 2008 server. When I attempt to upload a file the uploader now says
Following files failed: xxx.pdf (HTTP Error:404)
I used firebug to check the error and it says the requested url
ScriptLibrary/PU3Progress.asp?Upload..... etc
is rejected by UrlScan
Most likely causes:
The directory or file specified does not exist on the Web server.
The URL contains a typographical error.
A custom filter or module, such as URLScan, restricts access to the file.
Is this a feature of Windows 2008 or is it something the ISP has put in place.
Any ideas on how to fix it?

UrlScan is a security tool that restricts the types of HTTP requests that Internet Information Services (IIS) will process. By blocking specific HTTP requests, the UrlScan security tool helps prevent potentially harmful requests from reaching the server.
In order to clarify what can and what cannot be used on the new server you must contact your Hosting provider.
Afterwards we can (if it is possible at all with the current security options) try to make things work ones again.
