Extension manager not starting

Extension manager is hanging, seems to be running process which I have to close in task manager when I start the extension manager after installation.Debug log:
[0604/122743.709:ERROR:registration_protocol_win.cc(56)] CreateFile: The system cannot find the file specified. (0x2)
I've reinstalled multiple times, as well as Dreamweaver.
