Using the free "bootstrap scaffolding" works fine. I purchased and installed the "bootstrap elements" and whenever I try to add them I get the following error:"Your page does not contain any Bootstrap code. Please add some Bootstrap layouts from the Bootstrap Scaffolding panel first."
I am including header and footer code(so the links to the bootstrap files are actually in header.php which is included on my page).
I could see if this didn't work for the free extension as well, but it works just fine. For whatever reason it freaks out with the elements extension.

Using Bootstrap Elements you need the bootstrap code to be included in the head tags. After finishing your work you can copy the bootsrap head includes in your header.php.

So you're telling me every single page that I want to use elements I have to have the head tags directly on that page. So if I'm working on a 50 page site, I need to put those tags on every page, then remove them off every page when I'm done, and then anytime I want to edit a page I need to re add them then remove them again when I'm done?
There's no work-around that it will "read" the contents of the header.php and see the bootstrap links? If not then this is totally worthless and I'd be looking for a refund. The point is for it to save time, not to make things take even longer.
