As the installer message says, and as it is described on the product page, the requirements for the Extension are:
Please make sure you have at least Dreamweaver CS5.5 and you are not trying to install the extension in some older version.

I have CS5 (Dreamweaver 11) so the bootstrap 1.0.1 update is not usable.
However, every time I start up Dreamweaver, the DMX Updater tells me there is an update (the 1.0.1 update) and suggests I download and install it.
It is just plain irritating having it happen every time. Can't you make the installer intelligent enough to know what version of Dreamweaver I'm running and whether the updater will run on it?
It is similar to the way the updates of DMX Updater never install automatically. It goes through the whole download/install/reminder to restart Dreamweaver but it doesn't install the update in the process! I have to do it manually, anyway!
If you are going to pop up utilities and messages whenever I use my applications you'd better be sure they are accurate or soon I will be disabling your software instead of using it.

Dreamweaver CC 13 here... same problem. quite frustrating. i was so excited about playing with bootstrap in DW! (i am using a trail version, if that matters, though it sounds like it doesn't.) any workaround known at this time?

Please make sure you are downloading and installing the ZXP file and install it through the CC Extension Manager.
Open your Extension Manager CC and click install extension.

If you see this error your are trying to install the extension using an older Extension Manager Version. Please make sure to start the Extension Manager CC and install the extension from within it.

is there a way for me to send you a few screenshots? i have Extension Manager CS5. however, i just noticed that after the error message, when it lists what products i have, it does NOT list Dreamweaver. i assume it should, is that correct? if that's the case, this is a matter of the EM/DW connection, rather than the extension itself...

Extension Manager CS5 does not support Dreamweaver CC. You should download and install the Extension Manager CC in order to be able to install extensions in Dreamweaver CC.

Are you trying to install the ZXP file or the MXP file?
If you see the "Install error...requires Dreamweaver 12 or greater" this only means you are trying to install the ZXP version in an older Extensions Manager version.

I get the same error and I am using the latest Adobe CC products and in fact, just made sure I updated all products just now and still get the error.
This extension can not be installed, it requires Dreamweaver version 11.5 or greater.
When you say this is solved, is telling us to go to Adobe for a solution the answer???

Please open you Dreamweaver, select Window > Manage Extensions – this opens your Extension Manager CC. There you can select Install – browse to your zxp file and install it.

That worked. I checked "Good Solution" because honestly I did not know what was the solution reading through the replies. Must be a bug in Adobe because when you try to install from site and select open. I noticed only Adobe Fireworks shows up on the left side, where as opening the program shows all products and install from there. Thank you Teodor
