I cannot use HTML5 Responsive Notify - I get an error

Making this change would require changing code that is locked by a template or a translator . The change will be discarded.I am not using a template and there is only one head tag. My includes have no head tags at all.

Hoe I did was time consuming.
I created a blank page , used the HTM5 notify , copied the code and then placed it in the page and then transferred the files. It shouldn't have to be that time-consuming but I needed to get this to work.
Here is the page without any HTML5 notify code and where it refused me to use it.
