How does the import tool determine the selection order for files in a folder import? Is there away to have the images sorted before, during, or after the import?

Hello John.

After the folder is imported you have the options to move up and down the display sequence for each picture. You can locate the feature under "General" tab by clicking on the "move row up" and "move row down" buttons. They are located right next to "add folder" and "delete folder" buttons.

Other solution will be to change the file names in the sequence you want them to be added using prefix with number.
1_yourfilename
2_yourfilename e.t.c.
