HTML Editor does not work if used in a hidden region or modal.

I can replicate this 100% of the time even on blank pages.If you have the editor inside a region that is originally hidden or even in a modal it does not work. The buttons do not load.
As soon as you take the modal out of the hidden region or out of the modal it loads up fine.

What type of hidden region are you referring to? Do you mean a region with display:none applied or visibility:hidden?
