Unless I have missed something, there seems to be no way to add a panel from the property inspector. How do you do it?

Hello Howard.
You need to switch your DW to design view , then select the sliding panels container in order to show the properties inspector.After that you need to click on the "plus" (cross) button in the user interface of the extension in order to add panel.
