CSS Navigation and DW Templates error

Hi, I have a site that uses DreamWeaver templates (not a DMX template) and Universal CSS Navigation. I started getting this error when I would open a page in DW
I detached a page from the template, saved, loaded it again and by hitting undo, I see that the following code is being added
<script type="text/javascript" src="../ScriptLibrary/jquery-latest.pack.js"></script>
I hit undo again and the code is removed. What is going on?

Here's a little more info after trying to find out the issue.
The home page loads without error in DW, but the code is altered. The jquery-latest.pack.js is added then removed 3 times at about line 88, 96 and 100. The home page uses a main DW template.
All other pages on the site use a DW sub-template and get the error when loading. Here's a sample page for viewing. These are the pages that load in DW with an error, the jquery-latest.pack.js is added then removed only once on line 85
