Hmmm... I opened the page in DW and clicked on the behaviors in the panel. Opened and closed the panel without changing anything, and DW re-uploaded files and the page is now working. Not sure why that failed after it had been working before...
Do see these errors though in FF:

UPDATE::: !! !!!
The issue returns every time I do a template update and re-upload the files.
There should be no changes in the header or content area that would affect this because the script link is in the editable area on this page!

I notice that when I update the script (see video) this line about jquery is removed from the editable header and the page works again.

Hello,
I don't see anything strange on the link you provided. It is all as it should be - the jquery include is outside of the editable region and the tooltip include is after it in the editable region.

Each time I have had to open a page, reapply the tool tip and then re load it after I have done a template global update. You are seeing the fixed version.
