I can tell you with certainty that the cost of the uae residence visa depends on where you register your business. If you set up a company in one of the northern emirates of Ajman, Umm Al Quwain, Sharjah, or Ras Al Khaimah, the fee will be the lowest. As for the cost of a Dubai resident visa, it will be higher because of the higher cost of business registration and other additional costs. But it is better if you read the information on the website.

As far as I know, to be a freelancer in Dubai is not easy at all, because unlike many other countries where you can just be a freelancer and don't have to do anything, in Dubai you have to get a special license, I recommend you to learn more about freelance visa.
