I'm going nuts here. I am trying to build a simple site with a navbar at the top. I want to use drop down menus. The navigation must always remain in the same place. The site will be updated on a weekly basis, so I want to update the menu once, and have it affect every page. Pop up menus don't work with templates or library items. I have opted for framesets. I know that not all browsers support them, but this is only a small modest site, so it's not a problem. I have chosen a frameset with one page at the top (navigation) and one for the main content (content). The pop up menus from the navigation page will not appear over the content page. I have gone through this tutorial on Macromedia's page:
