pop up menu over frames

I have a banner inside a frame.

I can't see the buttons on mouse over because they are cut short by the frame.....

I have a banner inside a frame.

In a layer I've made a dropdown menu.

I can't see the buttons on mouse over because they are cut short by the frame.....

The buttons will all load in 'main' and the banner (nav)remains.

how do i make the menu appear over frames.
