Building a flash website

I am a fairly competant webdesigner, using dreamweaver.  I do most of my images and animation work in photoshop cs2 and image ready.  However, I have recently has a client request a flash website.  I have seen them and know they exist, but can not find anything in flash's help menu to tell me what I need to do to build one from scratch or convert an already existing website to a flash site.  Can anyone help me out?
