File Upload with link output. Support

I am trying to build a php system to allow a anon user to upload a file and once the file is uploaded have the script return a link to the file so, that person can post the link in for example a forum to share with others. I would really like to have the system return a link to a html page as a type of antileech system. My end result wouls be to have some admin stats built in but, I am just trying to learn one thing at a time with this script so, I have a solid understanding of the system once in production.
