For $160, you can buy vBulletin, which is very excellent and requires MySQL. For free, you can get phpBB, which also requires MySQL but has less features.

having worked extensively with both of these products, I would recommend that you go with phpBB which, whilst having fewer features (but not by many) gives you better value for your $.
