Best way to use includes/templates with Ultradev

I'm trying to come up with a good/working strategy of having a fixed portion
of a page, with dynamic content, which is used throughout all pages in a
site. Dreamweaver/ultradev has the concepts of templates which work very
well for static data, but when adding server behaviors (recordsets/repeat
regions), with layers and other constructs things dont seem to work
correctly. I'm sure others need to do similiar things (headers, footers,
with dynamic menus/rs populated data, which is the same on every page). What
is the best way to do this within ultradev? ASP includes? if includes, then
how well do these work with roundtrip design/coding in ultradev, as far as
where the rs, repeat and connection behaviors are located on the page..

SSI is definetely the solution. I used to work with templates but after discovering SSI I haven't touched them even once.
