How to set a file in php?

I want to set a file in php.when a file is created, the server automatically sets the permission as read only. I've been doing a bit of research, but haven't found a good solution yet. Any ideas?Thanks!

In PHP, a file is created using a command that is also used to open files. It may seem a little confusing, but we'll try to clarify this conundrum.
