What's the best method to use for offering short music samples but also protecting from downloading? Files are currently in mp3 format.

My Lawyers told me that if you're actually selling legal copies of it you can put up 15 seconds (in most cases). That would fall under "fair use". You'd also need to put a disclaimer somewhere on the page stating that the clip is for "evaluation purposes only". Otherwise you'll need to license from BMI or ASCAP or the actual artist.
