IE7 Height Percentage Problems

Hi everyone,im having problems creating a fluid webpage.
my page displays fine in firefox 2 and 3 beta but IE7 pushes my content to the bottom of the screen but after a refresh puts it back in the right place....pressing refresh again usually put its back to the bottom of the screen as well.

and here is the code i am using for the content area:

can anyone think of a reason why IE7 will not consistently display my page correctly?

oh and im using dreamweaver CS3 if that makes any differance
