HI
I am not sure what you have on your server, I may have this wrong, but I thought Apache and PHP ran on Linux servers.
On the servers that I have worked with there is a specific folder, something like public_ftp and within that another folder called incoming. These are not rules so much as ways that the administrator has set up the server. You may find that you need to go up a directory level to find the ftp folder.
Your best person to ask is probably your hosting provider who should be able to tell you how to orangise your files within their system
