Problems with layers when resizeing windows

I have tried to search for answers for this problem in the forum, but can't really find any... I hope someone can take time to answer this question since I have found severel topics, but no good answers or tips.

I am totally new to be using layers when I design a new web page in Dreamweaver. What a time saver and great results. My site contains a mix between tables and layers. Please have a look at www.hornslien.com/portal - As you can see, my page is centered and maybe thats what causes the problem. But anyhow this is how I like it to be.

When I try to change the windows size (in the browser) the layers are not moving along with the rest of the page. This makes the text to be shown on totally rong places on the site, except on full screen (then every thing is placed where it original where placed). I would like to add that I have not finished the design, lots of pictures to be placed in tables I think (since using layers not seemes to be working for me (or with me... lol).

Can someone please tell me a easy way to do something to solve this problem in a "novice" way? Is there someway to lock the layers so they dont move when the I (ore wisitors) are resizeing the window?

I have also tried to convert the layers to tables, but this just made a total kaos of tabeles outside my original tables. I really hope someone can explain what to do with this.. I do now understand why its behaving like this, but not what to do (its fixed placeing I guess, so when the other change, the layers keeps their fixed position).
