I have designed a web site to the 800x600 rule resolution and after testing on this resolution as well as many others on IE and Firefox etc. Everything seemed fine.
However, now I have a user who uses 800x600 on Internet Explorer 6.0.2900 (6.0 version) and all pages shift down approximately 6 inches on the screen. Is this a bug and how can I fix? Does my CSS need changed to reduce the screen size?

I edited the CSS and corrected the issue.
