Anchors in a layer?

I have converted an .xls file to an html page. The excel information is quite long and I wanted to use a jump menu and anchors to guide people to the information they are looking for. I had a problem embedding the anchors directly into the converted page so I tried to create a layer and insert the anchors into the layer. My jump menu is still not recognizing the command to jump to the anchor. I have tried #anchor_name and layer_name#anchor_name.
I have only been using DW for about 2 months so I am not even sure this can be done. Any help you could provide would be greatly appreciated!

it is 100% possible to do this if you need help you can email me your file and i would be glad to help ya. you dont have to put them inside a layer eiter they can be free on your page you mus have somelittle thing wrong without seeing it i couldn't tell ya.

Thanks for the reply. Unfortunately, I can't send you the information because the site I am working on contains sensitive information. I have found a way around using anchors, though it was a lot more work, cutting each section of the excel sheet into it's own page with link to the new pages rather than jumping through the existing file.
