Hi, i'm creating this website for a friend and what she needs the most, to be able to add updates instantly without having myself update it all the time.So what i'm asking is, if I could create a form just for her, and when she inputs new data, she can add whatever she wants, and delete whatever she wants in the future.

I think what you are looking for is some sort of CMS system. ie Content Management System.
This allows someone with no experience to update a website, via a user-friendly, non-technical interface.
Having had professional design companies quote for the design of a website for my company, they have all included a CMS system, so that once the site is up you don't need to ask them to do the updates. With a CMS you can change photos or text (but not the actual design) without any need to know anything about the technical side of the designof the site or use a web design programme.
CMS systems come in various levels of sophistication - and cost.
Having started to learn Dreamweaver I haven't looked into them, but I have seen several adverts/links to companies which offer CMS products and I'm sure with a bit of searching you'll find one which will suit.

I think you're right White Rock, Adobe/Macromedia makes a software application that may do the trick called Contribute. Its pretty simple to use for both the web site developer and the person that needs to do the updates. Adrew maybe you can download a demo version and try it. Its failry cheap to buy and if this is for a business she can deduct it as a business expense.
