DW MX2004 7.1 Case Sensitivity is a BIG Problem!

The server support is fine; I just need to create two directories, one with a lower-case name and the necessary files in it, the other with an initial-caps name with a PHP redirect in it that points to the lower-case directory. EXCEPT Dreamweaver (MX2004, Version 7.1) will not allow me to create a folder called, e.g., Reno if there's already a folder called reno. That's just unacceptably stupid. On top of that, if I am willing to go through the hassle of creating the second folder on the server (which works fine), then DW won't accept the new folder when I try to drag it from the server and drop it to my local file lilst. Worse, it doesn't even bother to give me an error message. The folder just never shows up.

Is this a known bug, a setting somewhere (I've looked until my eyes bleed and haven't found anything), or am I just doing something wrong?

This is pretty urgent; my client is anxious to get this case-insensitivy working for an ad campaign that breaks in 3 days.
