here’s the cheapest way to get www.allpay.cc cards I found. 8% or so on top of the balance. Can be more depending on the options one chooses.

Allpay.cc is a Russian based service that takes Webmoney, which is also Russian. Allpay.cc is all in Russian language but is relatively straightforward. On the left, it says
e-mail & password;

REGISTRATION

You should enter your email address and password correctly.

Or click REGISTRATION. To register, enter your
NAME;
SURNAME;
E-mail;
Password;
Password (again);
Login and Password minimum 6 symbols, maximum 20 symbols.

Then click OK.

To start, you need to download English version of Webmoney Keeper Classic download.webmoney.ru/wme2.exe there should be a step-by-step guide there.

There are then 2 options:

Option 1.
To fill in your Webmoney wallet, go to geo.wmtransfer.com, choose your country from the list of countries. Then choose “Exchange services” or look for descriptions like ‘vvod i vyvod Webmoney’, which means ‘pay-in and pay-out’. These services allow you to buy Webmoney with e-money or cash or whatever else is there.
www.allpay.cc so far recommends only 1 exchange service and there you can get webmoney with Western Union and Western Union can be bought with credit cards now.
Once you got webmoney, fill-in your wallet at Webmoney. Then go to www.allpay.cc and pay there with webmoney. (See Option 2 on how to use webmoney on allpay.cc)
Webmoney can also be purchased with bank wire: wmtransfer.com/eng/addfunds/banking.shtml

Study this page too www.wmtransfer.com/eng/addfunds/index.shtml. Any of these wallets can be used: WMR (Russian currency, Roubles), WMZ (USD) or WME (EUR). I used WME.

Option 2.
Should work for Europe where Ukash or Paysafecards are available.
1. Get Ukash voucher (www.ukash.com) or Paysafecard (www.paysafecard.com). Ukash is voucher is minimum 9 EUR or 5 pounds. Better to use EUR otherwise you will lose on both Ukash and Webmoney exchange rates. If you use GBP vouchers, make sure you have a larger amount than you think you need.

3. Open one of these pages in Internet Explorer

Log in there.
At this moment there is a limit to the amount of Webmoney you can buy with either Ukash or Paysafecard, EUR 10 per day. However, if you get a Webmoney’s formal passport, which shouldn’t be difficult but they will call you to confirm your identity, the limit grows to EUR 50 per day. Webmoney charges 7.5% for the privilege of exchanging Ukash / Paysafe to webmoney currency.
Now, minimum card amount you can buy at www.allpay.cc is USD 10 or EUR 8 as it says on www.allpay.cc site. But Webmoney charges 0.8% for moving money from your wallet to allpay’s wallet. So to get USD 10 card from allpay.cc, you need EUR 8.1 on your Webmoney wallet, even though it says EUR 8 on www.allpay.cc site.

4. At the Webmoney site in the field AMOUNT ADDED TO YOUR PURSE enter 8.1
5. Click on > button below to proceed.
