Does using CSS work well with Dreamweaver when starting to build a website from scratch? I just need a little inut on this please. Any feedback will be helpful.Thanks,

Yes. It works really well. However, there are more details that you need to be carefull with, regarding the way CSS displays in the browsers, as not all behave the same way. I have slowly but surely been moving towards almost complete use of CSS.

Its a Layers tutorial, which is essentially divs using "absolute" positioning property in the CSS. Layers are good when you're trying to layout your page in design view and you DON'T have content yet.
If you do have the text content, then highlight the content and use the "insert div tag" button, which is right next to the Layers button (or insert > Layout Objects > Div Tag). This will wrap your content in a div tag and you'll be able to create a new CSS style rule to position it.
And just a note relating to the tables post you put up, you can also convert tables to Divs in dreamweaver modify > convert > tables to layers.
HOWEVER!!! this creates a div for every cell, so u'll have to spend some time removing and resizing divs.
