Response.Write formating dynamic content

Hello I have built a CMS and it requires a response.write and it is not with in the body. The code is used for a nested loop. But having issues fomating it.<a href="allContent.asp?page_id=<%=(rec_pages.Fields.Item("page_id".Value)%>" target="<%=(rec_pages.Fields.Item("page_target".Value)%>" class="third_tier_menu"> <%=(rec_pages.Fields.Item("page_title_menu".Value)%> »</a> <br />
I have done this but it seems to run the target and other itmes in the string. It also does not apply the style sheet:

& " target=" & "get_3rd_tier_from_2nd_tier("page_target"" & " class=""third_tier_menu"">" & get_3rd_tier_from_2nd_tier("page_title_menu" & "»" & "</a><br />"
