Forum creation can be either very simple or highly complicated.
You can create a forum with simple functions like login, post comments, edit and delete comments. Email new comments, profile functions like edit profile, change password, add signature, change email address. Or it can be highly complicated with the above features but also with forum watchings, listing of last user who signed up, number of users online, administrator and moderators functions, restricted zones, avatars, editors, email notifier, members zone, search posts, contact specific users/administrators, swear filters etc.
It all depends on what you want your forum do.

I would find one that I liked, then check it was free <img src=../images/dmxzone/forum/icon_smile.gif border=0 align=middle> then use it

after checking the license terms you could modify it too

You know, no matter how hard you'll search, you'll never find anything that will match your exact specifications, there's plenty of forum software out there that you can use, but you will have modify it to make it match your specifications.
