Template problem

I have the following problem

I use two templates (german/and english).
first i did the template for german, creating the navigation with fireworks.

i used the same navigation bar from fireworks for the english version, did a
save as, changed the language did the english template
now when i afterwards try to change some links from the button.
the english pages still keep the german links (only on the buttons, not on
the popmenus.

a rather strange problem as i think i tried everything to update pages, but
even when i change the links on the english tempalte it does not update the
depending pages.

any suggestions? your help is really appreciated.

I can be much easier adn faster if you use SSI instead of templates.
