Problem with Named Anchors

Hi! I'm trying to design a new side-scrolling site with links at the top. I'd like it to work like this:
Two frames (nested top): when you click on a link in the top frame, it takes you to a certain section in the mainframe. It sort of works right now, but my problem is that, when you click on the link, it takes you to the anchor but places the viewer at the end of the window, when I would like the anchor position to be at the beginning.

For instance, the "lego" anchor is in between the image of the 2 guys, and the image of the striped book. So when you click "lego" at the top, it takes you to the anchor, but places the image of the two guys at the end, when I'd like it to place the image of the book at the beginning. I hope that makes sense.
It actually works fine if you've scrolled to the end, and clicked a link, it takes you where it needs to be.
Any help would be greatly appreciated!
