I know this probably has a simple solution, but I'm just not seeing it.

I set up nested layers that contain several buttons with pop-up behaviors and put them inside a single layer (Layer A) for CSS purposes. I then set up another layer (Layer B) that contains a static image and also applied CSS properties to it.

My issue is that Layer B overlaps Layer A's behaviors. For example, when I roll over the button in Layer A that is nearest to Layer B, the pop-up menu goes behind the image in Layer B preventing you from seeing it or clicking on it.

Any suggestions? It's really driving me mad! Is it because Layer A uses nested layers or could it be a CSS issue?
