Same Look Regardless of Resolution

I am having a problem with a one page site. Its being created in Dreamweaver MX 2004. The page consists of 4 layers...a header (with graphic), footer, nav bar and synopsis. When viewed at 1024x768, the page looks great. When the resolution is changed, scrollbars appear and it becomes 'ugly'. How do I setup the page so it looks the same regardless of the resolution? Possibly the best solution is a 'liquid layout' but I'm not sure that will be easy with layers.

create a DIV that will wrap all of your content and align it center. Then,
create another div inside, and style it to be 760px wide, or whatever width you want. Inside it put your layers.
They should look ok. because they will be obtaining their positioning in relation to that div(the one 760px. The look will be the same in any screen resolution 800x600 or bigger.

Im a bit new to this, Do you mean a layer when you say Div? and if so what would be the xhtml code to center it??
