Dreamweaver help

I am planning on developing a prototype website for my final year paper at university. I have never used dreamweaver before but have lynda learning tutorials available. My question is this, can the website i design be stored on a CD and run from the CD as i do not need to publish it. Also what is the best way to incorporate a search engine and database within the website.

I am planning to have links to downloadable files within the website, is it worth using coldfusion for this or will another application be easier and more suitable. I have very little knowledge of website development and any help i can get will be appreciated.

a standard html site can be stored and ran from a cd.

also the downloadable files can be linked normally, and just stored in a folder on the cd somewhere.

stay away from using a scripting langauge, if the client end doesn't have it, it will fail.
