server side html reader, internetexplorer object?

I'm looking at writing a program that reads in html files and gets all the alt tags and metatags and more. I've heard that you can use the Internet Explorer applictaion object to easly grab the values of certain things and was wondering if anyone could tell me a bit more about this.Cheers,
