Engine-readable text over images

My website is made up mostly of images generated in Photo Shop. Since the text is part of the images, the text is not readable by the engines. I fear this leads the engine spyders to judge my site as being short on content. I want to place engine-readable text over the images.
Can I do that with Dreamweaver?

On the properties panel use the ALT function to add text to the images, they will only show one mouse over, but the spyders should be able to read them just fine.
