How to display correctly in various browsers

This might be a redundant question, but i have trouble making a page look the same in various browsers. It's usually IE that's acting up the most. What do i need to add to the code to make the page appear the same across multiple web browsers ?Thank you!
(i'm using dreamweaver mx 2004)

basically the tables are shifted. frames are fine, it's just that the tables in each frame are shifted a few pixels up.
for example the top navigation bar looks nicely lined up in explorer, but shifted in firefox and safari....
