How to display correctly in various browsers

This might be a redundant question, but i have trouble making a page look the same in various browsers. It's usually IE that's acting up the most. What do i need to add to the code to make the page appear the same across multiple web browsers ?

true.

basically the tables are shifted. frames are fine, it's just that the tables in each frame are shifted a few pixels up.

for example the top navigation bar looks nicely lined up in explorer, but shifted in firefox and safari....
