I have previously designed my web site with frames but it annoys me that when i resize the page in the browser, the images that make up my page will not follow the brower window.

How to make it so that the images fit well into what ever space - should i switch to tables?

Don't switch to tables but switch to CSS and layers. Check out the Premium Content on this page and buy a CSS Content of a Three Column Lay out or a Two Column lay-out or even better... buy the e-book: CSS Design! Although that book was written for MX/MX2004 you can also use it with D8.
