Need help w/an email alert

I'm currently developing a static html site in Dreamweaver, and our client would like it to be possible that when someone clicks on an email link, a popup window will show up that gives the user a short disclaimer, and if the users clicks ok, their email software will be launched. Alternatively, the popup window can simply contain the disclaimer along w/repeating the email link which will take the user to the email link? Can this be done even though I'm not using any form of server side scripting and am not really that familiar w/javascript?

Why not use the show/hide layers behaviour - especially if you're using CSS or if not use overLIB (bosrup.com) great little tool tip script. I'm not sure but George Petrov's PopUp confirm message might work - DMX Zone download extension.
