I am looking for a shopping cart that would allow me to: display a catalogue, add to cart, calculate subtotal + taxes(Would be great if the user can input the tax value according to their region ) and get a total. Then, The user would input their payment details and submit order as email, but no transaction would be made. I found something called simple cart, but there is no tax options and I'm not versed enough in ASP to make changes to their cart. I checked Comersus but it seems too big for what I need. I also tried A-Shop, but there were too many errors. Not as simple as they say.

Does any one know of anything like it? would be great if it is free, however I have a small budget to spend if required.

Try Charon cart or Webassist eCart

I have experience with WebAssist eCart and the software and the support is very good. Only the major updates are not as interesting as you would expect. With WebAssist you can really make a complete e-commerce solution of your own.
