I don't know loads about this, but w3schools (www.w3schools.com/css/css_pseudo_classes.asp) say a:active needs to come after a:hover in your CSS for it to work. There may also be other things in the article that might help.
However, to me it sounds like what you are trying to do is highlight the page you are on in the navigation. If this is what you are trying to do Hicks Design have a good tutorial - www.hicksdesign.co.uk/journal/271/highlighting-current-page-with-css.
