PHP overrides optional regions setting?

Hi, I am using optional regions in nested templates and I am supposed to be able to go into template properties on any child page and choose to “show” something on some pages and not on others. I have unchecked “show by default” for the optional region so it is set up properly. The object (in this case a php include for a menu) shows on every page though. Below is the code for the php.
