keeping sub menus displayed

I'm more of a hobbist to web desgin than a professional and have a question I have a customer who would like to use a menu like the one on this site. www.laserbeauty.com I know that this menu is java based (which I know nothing about yet). does anyone know of a way to do this using the macromedia mx professional suite. I understand how to create pop-out menus in fireworks but those close out once the page has been displayed and I would really like to have the sub menu remain open while the person is viewing anything under the sub menu. The navigation seems to be done in Flash. They seem to be using (X)HTML frames.
