DW4. Netscape frame

Ive got a pretty basic site with 3 frames. My top frame is set to say 40pixels. In Netscape it resizes this to about 39pixels, anfd it cuts off a small part of my nav bar. What can I do about this. How do i set it so, it stays the same for IE and NN.Thanks

When using frames it's impissible to have the page look exactly the same in IE and in NS. They will look the most like each other when you go to Edit > Page properties and set all values for spacing and margin (don't know the exactly names) to zero.
