Site Search Facility - Best Method?

Can anyone tell me a bit more about setting up a site search facility. The particuler site that I'm working on may be database driven (MySQL), but that hasn't been confirmed yet. Can you do a site search facility without a database? What works best in other peoples experience?

I usually use a database based search that way it index's better, but in saying that you can use javascript search's that will search for specific words in you site directory files. Pretty neat.
www.hotscripts.com is a good resource.
