layers in template based pages

I'm trying to draw a layer in a page that's based on a template but I get a message that the code is locked by the template. is it possible to do this?

Did you set up editable regions in the template? If not you wont be able to change anything on a child page.

But you got me thinking, so I tried using the insert>layer menu and it works! So I guess you can't use draw in the template based page.
