Space between tables. I want it gone.

I have a question you may be able to answer.

I have a template. In this template I have a navbar and a sub_navbar. The navbar and subnav bar are basic tables with 4 colums each. I added an optional region to each table individually and allowed them for edit. Everything works great. I can create new pages based on my template and turn on and off the tables according to the content. The main navbar will always be turned on (true) but the sub_nav bar only appears when you click on one of the links in the main navbar. Once the page opens from that link the sub_navbar appears and gives you some more options within that particular page.

The Problem:

When I turn the sub_navbar on (true), there is a small space between the sub_navbar and the navbar. This space looks white because of my background color. I don't like this space there but I can't see anywhere in the code where I have an error in that area. The only thing I can see is the tags created for the edit region and the line that contains the "If" condition for the optional region is missing. It shows on the template but not on the pages where I have the sub_navbar turned on. The reason for this I believe is that it's not something you can edit. So now I am trying to figure out where did that small space come from and how do I get rid of it.

When you view the template in the browser, this gap is not there. It's only there when I create a new page with the sub_navbar turned on. Please help me.

Here is a web page archive of what my page looks like. I want the white space to go away. It does not show up on the template when looking at it on a browser. As soon as I turn on the sub nav bar below the main navbar. I get this space there.
